Every team has a Dave. Dave is brilliant, Dave knows where all the bodies are buried, and Dave is the only person who understands the billing batch job - which is fine right up until Dave goes on holiday to a place without signal and the batch job decides that’s the week to misbehave. The hero culture feels great until the hero is unreachable. The goal isn’t to get rid of Dave; it’s to make sure the team survives Dave’s well-deserved week off. (Dave, incidentally, also deserves to take a holiday without his phone.)
A critical nuance: anti-hero culture is not anti-expertise. The goal is not to flatten expertise or pretend everyone is interchangeable - it’s to ensure that expertise is shared rather than hoarded. Dave’s deep knowledge of the billing batch job is valuable and should be recognised, compensated, and celebrated. What should not be celebrated is a team structure where only Dave can fix the billing batch job. The two things look similar from the outside but are opposites: one rewards expertise and resilience; the other rewards expertise instead of resilience. Pay your experts well, celebrate their depth, and also hold them accountable for documenting, mentoring, and ultimately making themselves non-critical.

Roles are not people. One person may wear multiple hats (especially in small teams). The Principal Engineer may also serve as Engineering Manager. The point of the table is to make sure every hat has a head โ not to prescribe headcount. If a responsibility has no owner, it will be neglected; if two people think they own it, you have a future conflict. Note. Levels are not years. An engineer who demonstrates L3 signals at year 2 should be L3; an engineer who plateaus at L2 signals for 10 years should stay L2. Time-in-grade promotions produce titled engineers who are not ready for the scope - which is worse for team morale than no promotion at all.
On-Call Rotation Design
Not every team needs a 24/7 on-call rotation. If you have fewer than five people, or your systems have enough automation and self-healing capacity to survive unattended hours, a formal on-call rotation may be more harmful than helpful. In small teams, the burden of being “always on” falls on the same few people every time, accelerating burnout and driving attrition. The alternative: invest in automated incident response, keep alert quality high enough that any overnight page is genuinely critical, and rely on a shared response pool - not a dedicated primary.
If your team is large enough to sustain one (typically 5+ people) and your service criticality justifies it, a well-designed rotation spreads load fairly, builds resilience, and respects engineers’ personal time. The guidance below assumes you’ve already decided that formal on-call makes sense for your context.
Rotation Principles
- Fair load distribution: Every eligible team member participates; no individual should be on-call more than one week in four (aim for one in five or better)
- Follow-the-sun where possible: If your team spans time zones, distribute primary on-call so overnight hours are covered by someone for whom it is daytime - but don’t invent geographic distribution just to justify 24/7 coverage
- Shadowing before solo: New team members shadow an experienced responder for at least two full on-call rotations before taking primary responsibility
- On-call should not interrupt sleep more than twice per week on average: if it does, the alert volume is a bug, not an on-call problem

What not to rate. Hours worked, tickets closed per week, uptime of systems they don’t control, or individual response time (see Chapter 7 - this metric is actively harmful). Rate contribution to team resilience, not individual heroics.
Stakeholder Expectation Reset
The single most impactful conversation an ops manager can have is resetting what stakeholders expect from the operations team. Use this script as a starting point - adapt the numbers to your context.
The conversation (“Living with Ops - a frank talk for stakeholders”):
1. What we guarantee:
- Our top 5 critical services will meet their SLOs 95% of the time, measured monthly.
- P1 incidents will get a human response within 5 minutes, 24/7.
- We will communicate status within 15 minutes of confirming a P1 incident.
- We will conduct a blameless post-incident review within 5 business days and share findings.
2. What we do NOT guarantee (and why):
- 100% uptime for anything. The last 0.1% costs more than the first 99.9%, and DNS,
certificates, and upstream providers all get a vote.
- Unlimited scope. Every new system we support means existing systems get less attention.
New systems require a capacity review and, if needed, a headcount conversation.
- Immediate response to non-urgent requests. Requests have SLAs (standard: 2 business days;
expedited: 4 hours). If everything is urgent, nothing is.
- "We'll figure it out" without a budget. Reliability has a price tag. If you want
99.99% on a service, you need to fund the monitoring, redundancy, and staffing to deliver it.
3. What we need from you:
- A nominated business stakeholder for each critical service who can define "what good
looks like" in business terms.
- 48-hour notice for planned feature releases that affect production systems
(exceptions: security patches, which get 4-hour notice if they follow emergency change process).
- An honest capacity forecast each quarter: "our user base is growing / flat / shrinking."
- Backing when we say "no" - including to your own team's feature requests that
would degrade reliability.
4. How we'll measure success (and how you'll see it):
- Monthly one-page ops report: SLO attainment, incident summary, top 3 improvements,
cost per service unit.
- Quarterly business review: reliability trends, capacity outlook, major changes planned,
investment requests and their rationale.
- Real-time: status page for service health; Slack channel for incident updates.
Pro tip. Send this reset in writing before the meeting. The meeting is for questions and negotiation, not for the first read. If a stakeholder pushes back on every point, that is valuable information - it tells you this person expects the ops team to absorb unlimited risk without corresponding support, and you need your own manager in the next conversation.

Case Study: GitLab - Blameless Transparency After a Catastrophic Outage

- Shared responsibility for resilience - reliability is everyone’s concern, not a separate operations silo’s burden.
- Freedom paired with responsibility - engineers are trusted to run experiments against production, with the explicit obligation to contain customer impact.
- Automation as a cultural default - experiments run continuously and automatically, reflecting an organisation that designs operations in rather than bolting them on.
Why it matters for SysOps: Netflix shows in practice that strong operational discipline is an enabler of velocity, not a brake on it - the Principles of Chaos explicitly aim to “provide confidence to innovate quickly at massive scales.” This is the same “reliability enables speed” culture the SysOps Framework seeks to build, and it connects directly to the resilience and disaster-recovery testing practices in Chapter 10.
